A few notes for clarity:
Rei is the daughter of a wealthy politician, and a priest at the Hikawa Shrine in Tokyo. She attends a private school, provided for by her father. She lives at the shrine with her grandfather, and has at best an estranged relationship with her father. Her mother died when she was quite young. She has two pet crows that have a spiritual connection to her, Phobos and Deimos. The birds revealed themselves to her when she was a child, and much later awaken into something much more.

She was discovered by the Moon Cats and Sailor Moon at the shrine, and was the second of the Inner Senshi to be revealed in the 20th Century.

At some unclear point before the end of the Dark Moon arc, Rei’s only real romantic interest falls apart. She is somewhat interested in a kind guy who works for her father. Her dad's assistant, who ended up marrying someone else to further his career, when he promised he wouldn't do that to his family thus further driving Rei away from romance.

Rei is drawn from the end of the final battle against the Dark Kingdom, where she has just witnessed the deaths of all of her friends save Usagi. She herself sacrifices her own life to save her friend so that the Earth can be preserved from Queen Beryl.

Personality:
Rei Hino is often described as the ideal Japanese woman. She is beautiful, intelligent, and reserved, with a penchant for being somewhat aloof. To people that she does not know, she often comes across as cold and uncaring, or sarcastic and distant. This seems to be caused at least in part by her strange psychic abilities, which have made some people afraid of her. This helped her create a sort of mental and emotional barrier that she uses to keep people out. It also lends strength to her notably biting wit when it comes to dealing with people that annoy her.

This, however, is a bit different when dealing with her close friends, the other Senshi in particular. She often attempts to act as a sort of big sister towards them, her maturity and distant nature often finding themselves at odds with her overenthusiastic companions. Rei genuinely cares for each and every one of them, and it shows despite her best efforts to hide it. When the façade does break, she is every bit as enthusiastic and friendly as Usagi is bubbly.

Another major personality trait for Rei is her distrust of men. She has had very few respectable males in her life, and as such has formed a relatively low opinion of them, regarding them as emotionally weak. Her father, in particular, helped craft this opinion, having abandoned her emotionally when she was very young due to his work. Rei genuinely seems disinterested in romance of any sort, and even discourages her friends from forming romantic attachments.

The trait that most sets Rei apart from the other Senshi is her spirituality. She is a Shinto priestess, or miko, at the Hikawa shrine and is deeply committed to it. She dreams of becoming the head priest at the shrine in the future, eventually taking over for her grandfather. Shinto, the spiritual native religion of Japan, holds a major influence over nearly every aspect of her life. She disdains modern society, maintaining that it is better to practice the old ways than the new. Rei is skilled at meditation, and makes it a point to center herself nightly. She observes various Shinto rituals, and as such could be described as a superstitious person. For Rei, the spirits of the world are very much real, and very much important. Her anachronistic ways do often put her at odds with friends, particularly her dislike of many modern things. Television, video games, and other parts of most teenagers’ lives are things she actively avoids.

Rei’s relationship with the others is also somewhat different due to her family’s wealth. She attends a private (EXPENSIVE), Catholic school, as opposed to the other Senshi, who all go to public schools. She summarily has received a better basic education in many ways, which is something that occasionally causes her to snark at them. She can also be described as somewhat snotty, and definitely not interested in the foolishness that people often engage in, not just her friends. This prominently is displayed in her dealings with less refined individuals. She often gets cold, displaying her sarcastic side a bit more prominently.


Strengths

Physical:
As a Senshi, Rei is capable of transforming into an alternate form: Sailor Mars, the Soldier of Flame and Passion. In this alternate form, she is capable of both generating and controlling flame. She is able to release devastating bursts of flame that immolate her enemies. Most of her Senshi powers in this regard are offensive, though there are instances where she crafts walls of flame. Additionally, she is much tougher and more agile, able to nimbly move with superhuman grace from place to place, jump extremely high, and perform other feats of dexterity. Her physical strength is also increased, most particularly with regards to her kicks.

As a miko, Rei is also shown to have talents for archery and aikido, the two most traditional ways for women to defend themselves. Her skill with a bow is utilized in some of her Senshi attacks, and her hand to hand abilities, while not strong, are considerably more than most normal people.

Mental
Rei is one of the few Senshi with supernatural talents not tied to her role as a Senshi. She, as a miko, has some minor psychic abilities. These include ESP, the ability to read visions in flame, the ability to sense evil, and the ability to use ofuda scrolls. These strange powers lead her to occasionally have visions and premonitions of upcoming events, as well as to actually banish and contain evil. Primarily used in her role as a priest, the scrolls actually bind evil, preventing it from taking action. Additionally, Rei is well educated in a variety of subjects. As a student at an expensive private school, she received some of the best tutelage anyone in Japan could ask for. Of particular note are her skills in traditional Japanese arts and crafts. She’s known for her expert calligraphy, and interest in tea-ceremonies.

Social/Emotional
Rei is an extremely determined and spiritual person. She is the sort of girl who will never give up under any circumstances, willing to fight to the end for what she believes in. This is most prevalent in the final confrontation with the Dark Kingdom, where she sacrifices her own life to save Usagi, thereby enabling Sailor Moon to defeat the enemy. Rei fights on through a mortal wound, immolating herself and her foe, showing true grit and nerves of steel. Her spirituality, as a priest, affords her a means to stay centered and focused. She is very much a priestly figure, with a great deal of faith. She has a strong sense of honor and tradition, as well, tied to her role as a miko.

Weaknesses

Physical
While outside of her transformed state, Rei is not much more than a normal person. She has some measure of toughness due to her physical fitness, but she is not really a fighter. And she is very much a human being, which means that all the usual things that can hurt someone do hurt her. Plus, she is fairly small, being a Japanese teenager, which does not lend itself to any real physical strength.

Mental:
In this department, Rei doesn’t have any particular weaknesses, but she doesn’t have any particular strengths. She is intelligent, but she’s not a genius. Moreover, she’s still very young, and therefore may not have much of a grasp on how certain things work.

Emotional:
Rei does have a bit of a temper, which often tends to flare up at just the wrong moment. There are many, many instances where she just gets frustrated with everything around her and simply shuts down, turning cold. Her anger is less of a powder keg, and more amping up her usual aloofness and distance. She also gets frustrated with many aspects of modern society, she often snaps at strangers, and her ever-present distrust of men are also prevalent weaknesses.

First Person

O...oowww, my head [dazily sits upright] W...what is this place? It...feels different. Something is not right here. Very, very, not right. [stands up and looks around] This definitely isn't home. It can't be. Which means...the enemy! Usagi?! Where did they take Usagi?! Where is Usagi?!?! Ohhh, no...I...did...I fail...did I? I...musn't have. I...CAN'T have...

Third Person

Rei sighed heavily as she sank down into a seated position. In the last few days she had found herself completely uprooted from everything that she knew, thrust into a strange and unfamiliar world, and been expected to just accept that she was not going home anytime soon. None of this made any sense whatsoever, and the whole place just felt wrong, even with Phobos and Deimos here. The spirits were different here, definitely not the ones she had come to know back home. It didn't even seem as though a shrine existed in the little town she had come to reside in. Worse still, she knew what was waiting when she did manage to get home. Battle, and Death. She couldn't help but think it was all some sort of cruel joke. Waking up in a dress, with wings. The last thing she remembered was...no. Best not to think about that. Even here, she had to stand up and be strong for Usagi. For everyone. That was a duty she would never shirk. She was Sailor Mars, and no matter what she would protect her friends.

Pouring herself a cup of tea, the teenager quietly took a sip, letting the steam wash over her face. The familiar, earthy scent of the leaves always had a calming influence on her. The ritual of pouring, mixing, and drinking was extremely helpful in this place, and without it Rei was certain that she would have had a much worse reaction. The soothing, mellow taste slowly began to wash away all her fears and doubts, allowing her to center her mind and think about other things. Delicately, she picked up the journal she'd awoken with, silently thumbing through it. It reminded her of one of those technological marvels Ami would have had. The guidebook, at least, had given her some of the answers she'd wanted but it was inexplicably vague on many others.

A scratching sound at her window caused Rei to look up. The late afternoon sun dwindled in the sky, while a pair of crows cast long shadows along the sill. The young priestess had no idea how, but Phobos and Deimos had somehow made it here as well. It was, in a way, oddly comforting to have the strange birds nearby. The scrabbling sound continued until she finally opened the window, holding out a handful of corn. Eagerly, the crows pecked away at it, their shark beaks tickling her palms as they fed. When they finished, the two winged off into the darkening sky, seeking shelter for the evening.

Rei gently closed the window again, an oddly content look on her face as she stared outside. With another sigh she turned and sat back down. For now, all she could do was wait, and prepare for whatever new insanity was heading her way. She'd be ready, come what may.

1. What is the difference between bravery and duty?

Well, bravery is being willing to stand up and face your fears, but its more personal. Duty is about doing what is necessary for the benefit of someone or something you care about. Duty can make someone be brave, but…bravery doesn’t always go with duty. Sometimes being brave can get in the way of duty, too, since it can mean being reckless, which makes it harder to see your duty.

2. How would you describe the most important person in your life?

That’s Usagi-chan, without a doubt. She’s really kind, and she’s a very good person. Her heart is in the right place, and I know she’ll do anything she can to help me, and I feel the same way about helping her. After we became friends, it was like becoming whole, discovering a piece of myself I didn’t know existed. She’s so warm, and open, and I appreciate that. Sure, sometimes, she does things I don’t really understand, her attention span is pretty short, and she’s a bit forgetful sometimes but that doesn’t change that she’s my dear friend and I’ll care about her no matter her faults.

3. Name three of your most favorite memories.
Geez, that’s a really tough one. I’ve got a lot of happy memories, but if I had to pick favorites. There was this one day, when I was really young, I remember going out to play in the park with my mother. It was before she got sick, and it was springtime so it was sunny and warm. I don’t have many memories of mom, but that day was very special, so I’ll cherish it for the rest of my life.

Next, I think would be the day that Phobos and Deimos first came to me. I was just a little girl then, but I felt really special when they started coming around. It wasn’t long after mother had died, and I was feeling really lonely. But then they came, and it was very comforting. It was like we were connected somehow, and so they became my special friends, and even now they make me feel better when I’m upset.

Last…well, I have to say the day that I first became friends with Usagi-chan. When I first met her, I thought she was some sort of evil spirit and I tried to exorcise her. It was really embarrassing, but because of that we started talking. When I found out that I was one of the Senshi, it was like finding a part of me that was missing. After that, we started spending more time together, and it was really nice. Usagi-chan introduced me to Ami-chan, and they were some of the first people I met who weren’t afraid of my spiritual powers. They welcomed all of me, and didn’t call me a witch or anything. I hadn’t ever really had any friends like them before, and it’s really wonderful to think back on how they made me feel.

4. Has there ever been a time in your life when you questioned your motives or morals? If so, what was it?
No, not in that sense. I’ve had a few moments of self doubt, and I’ve been nervous about a few things, but my purpose in life is quite clear. Fate has set me on the path that I’m on, and nothing anyone can do or say will change that. It’s not my place to question fate, and it’s my destiny to stand beside Sailor Moon through whatever gets thrown at us. Like I said, there have been times when I’ve been unsure, but I’ve worked through it. It’s my duty and to do anything less would be to break the vows that I made.

(OOC Note: Much later in her canon Rei is directly tested by several enemies, most notably Eudial during the Death Busters storyline, but she still passes these tests with no difficulty. From the point I’m drawing her from, these events have not transpired, so I can’t really include them IC)

5. What makes you happy?
I suppose I’m at my happiest when I’m able to have my quiet little life at Grandpa’s shrine. I really like living there, and being surrounded by the peace and quiet that comes with it. There’s something to be said for finding serenity where you can, and for me, that’s at the shrine. It’s where I can practice my fortune telling, and I can study tea-ceremony and martial arts. The shrine is also where I work, and I really like helping out and being a miko. It’s really important to me.

Of course, I’m also happy when I’m with my friends. Usagi-chan and the others all treat me so well. It’s nice having friends, because who wants to be lonely? I feel the bond of love and friendship we share, and that means more to me than anything. It’s our destiny to stand by each other, and knowing that no matter what we’ll always share a bond is an incredible sensation. I wouldn’t trade that feeling for anything in the entire universe. Grandpa, Phobos and Deimos also make me happy. They’ve always been there for me, and they know just how to cheer me up when I’m feeling down. It’s hard to build relationships like that with other people, but the bond I share with them is strong.


Requested notes on Loyalty:
Rei’s loyalty is something that is beyond reproach. The bond that she shares with the Senshi is incredibly strong. Sailor Mar’s loyalty to Sailor Moon is one of the most profound among the Senshi. To her Sailor Moon represents a vow and a duty that transcends time itself, and to Rei, Usagi represents one of the first true friends she ever had. Usagi, for all her quirks, accepts Rei for who she is, something not many people were willing to do. For a girl with abandonment issues, who has difficulty relating to most people due to her intense spirituality, having a friend like Usagi forges an unshakeable bond of loyalty. Furthermore Rei’s spirituality means that she takes commitments and promises incredibly seriously, as these are some of the primary tenants of Shinto. Loyalty, and Devotion are themes that are central to nearly every aspect of Shinto and therefore the traditional ways that Rei lives her life by.
