Personality:
If he is anything, Fattycakes is incredibly cheery and happy-go-lucky. He is practically a little ray of sunshine, always happy and curious. However, he is also very childlike, and prone to the occasional tantrum when things don't quite go his way. Curiously, he can flipflop between playful, childlike behavior and a surprisingly adult demeanor, showing that he has a mature side to him that isn't all fluff and puff. That serious side is something he picked up from his adventures, which have had a few solemn situations; not all Puffskis have the ability to even switch on a serious mode, except when there's danger (in which case they might just panic instead of getting serious) or when Pufflings (baby Puffskis) are involved.
One thing that should be said is that, if he cries, it doesn't always mean that he's sad. He can be a tad manipulative in his own cutesy way, and sometimes he cries just for the sake of crying, or out of frustration or to get his way. He is known to periodically eat pies cooling on windowsills and then cry about them being too hot (even though it was his fault he ate something too hot anyway).
Like most Puffskis, he is quite mischievous and has no qualms about getting up to silly pranks and antics. If he eats something messy, he might pout and grumble until someone wipes his face off for him. He loves amusing others; playing with humans and joining in on their activities is his favorite thing to do. He is sociable and will try to interact with others whenever possible. He tends to avoid sad people because he doesn't like being in situations that are too serious, but if he thinks he can cheer someone up, he will.
When push comes to shove, Fattycakes can be surprisingly brave and show some leadership skills that other Puffskis may not possess. While he may not be able to do any fighting himself, he can use his reputation to lead his fellow Puffskis. If he can't quite lead them into battle, he can lead them on small missions that humans set up. On one adventure, he had to do just this. With a triumphant puu, he led his fellow Puffskis on an espionage mission of sorts through a villain's castle in order to get a grasp of its layout.

Physical: His small size lets him sneak into places that others can't reach. When he was investigating the aforementioned villain's castle with the other Puffskis, he was able to secretly squeeze into the castle via a Puffski-sized crack in the wall. His small size also allowed him to squeeze into the castle's messaging system (a series of tubes) for quick travel.
Mental: Fattycakes can actually be quite smart when the occasion calls for it. His experiences traveling the multiverse have given him a good navigational sense, giving him an ability to read maps and sense direction that's better that that of some humans'. When given a town map, he's good to go and he can navigate a town with ease. He can also speak English to a better degree than most Puffskis, but this is rendered moot by how Luceti enables him to talk without impediments.
Emotional: His cheer is quite resilient- he will remain happy and upbeat even when times are tough. During the adventure where he had to investigate the castle, it seemed like the castle would be totally impenetrable and the villain would be able to destroy the heroes' stronghold without any risk of retribution. At a time when most people were panicking or giving in to pessimism, Fattycakes became inspired to lead the Puffski espionage mission through the castle.
Other: Luceti's "animals can talk" rule applies to him, and so he has speech where ordinarily he would just have puu and buu noises. Fattycakes has the same glamour that most Puffskis do that lets him evade evil and prevents people from disliking him too much. Of course, this glamour is dampened in Luceti, so people can become as irritated with the little puffball as they desire, and things that intend to hurt him may not be kept away so well...

Physical: He's a five-inch-tall puffball. It should go without saying that he's not terribly strong! Other people can abuse his size to capture him easily. When he was discovered by the villain, the villain simply put him in his pocket, zipped it up, and kept him there for a bit. Thankfully, he was able to escape when the villain unzipped his pocket to put something else in.
Mental: Just as much as he can be smart, he can also be quite dense. More technical or arcane things will elude him. One time, he was sitting in on an important strategy meeting... and he absorbed absolutely none of it. He had no idea where the human he was traveling with was going, leaving him lost when she rode off to battle. She did come back and get him before she went too far, though.
Emotional: He can be a bit of a crybaby and prone to temper tantrums. His mischief can also come at inappropriate times- his fun mode doesn't always turn off when it's time to turn off, which is an aspect of his childish behavior. During the above strategy meeting, he had trouble sitting still, so he was scooting around the table and puuing and buuing and bumping people during the meeting. Eventually, he had to be shoved into a bag to make him hold still.

Fattycakes also has two emergency powers: a powerful bite from fangs that he can pop out at will (normally they're hidden, so if he nips you as a joke, you'll be totally fine), and a laser he can shoot out from his mouth. The mouth laser is only in cases of extreme emergencies though, so he might not get to use it much if at all. Also, its strength is dampened as it should be by Luceti's rules.
